Kazinczy became school inspector on 1 November 1786, which position he held until April 1791. During this period, he steadfastly visited his district, where he organised schools and represented the public education reforms of József II. On 28 January 1790, the emperor's decree annulled most of his decrees concerning Hungary. This, as well as his death on February 20, created an extraordinarily confusing and tense situation in education as well. This thesis was born during this period when Kazinczy tried to keep education in a sane course. There is only one known copy in a Hungarian public collection.
